I been playing a bit of SP (used to love civ3, but never had time for civ4), so I'm interested in how skilled are you. On what difficulty you play your SP games, noble? Do you automate all workers actions (A) or build improvements manually (I understand they don't build enough cottages in A mode, but I cba to manually control them)?

if you use worker automatisation, you can set cities to focus on production, commerce and other things and workers will build the improvements that go along with it, so in case you set the city to commerce, it's just gonna be full of cottages everywhere
