looked like Fist of the North Star to me, so prolly cheap game made from the anime i guess

the girl, karin, is from street fighter alpha 3. Which is also where the sprite and the audio used there are from.

The guy probably used MUGEN to set that up.

I knew it reminded of street fighter for a reason.
