Yes that is quite obvious. But I'm pretty sure they will buff the droprates when we get closer to next expansion.

According to wowhead droprates are around 1/250.

Wowhead shows all (normal) heirlooms as 1/277 so I would take it with a grain of salt due to the small sample size. The statistical chances of all 11 having dropped 1 out of 277 is infintesimally small.

Luckily many raiders disagree with you, proper raiders play for the progress and the new kills. Not just to farm bosses, if you just want that you can just do LFR.
