Took some screenshots of the Nightingale armour set (thieves guild qline reward) http://imgur.com/a/KcW47#0uccv

and the Dragonscale armour set (light armour crafted from  - wait for it - dragon scales)

Did abit of googling seems you can max all skills. The level cap only affects perks and stats.

perks are a huge deal though, to be fair.

you can buy them in winterhold college, second floor of the tower on the right from the elf guy. respawn time 2 days, 2 available for purchase per recharge period. can also do the Black Star questline, gets you roughly six.

Yeah, but I was worried that there was a limit on skill as well. My stealth and lockpicking skills are lvling faster than my magic schools so I was wondering if I needed to lay off using those for a while.

I dunno what magical anomalies are, but if you're having trouble with any enemy I've found what helps me is to try and stay stocked up on various offensive and defensive potions, and also to try and make sure to use all the tools at my disposal, e.g. I may be a thief with basically the starting mana pool and next to no skill with magic, but I do have a healing spell and some magic pots. Also SHOUTS! Maybe you don't, but I often forget I have them, and using them can make a big difference.

Failing all that, the time I had a very difficult encounter I ended up managing by taking a bunch of time to assess the situation and the layout of enemies etc, trying to thin them out bit by bit.

Hope that helps!

Bizzy killing a high priest 'krosis' now and man he is hard. y start the fight with a dragon + him. killing the dragon is easy but the priests just nukes u so damn hard and u do no dmg at all to him. hes on 50% now after a lot of dodging healing...
If u need a challenge , that is the guy u need =p

If you stand on top of the cliff when you appear when you use the fast travel method and Krosis is down below you can hit with him ranged/spells without him being hit you. His spells will hit the edge of the cliff.
